When I press on the contacts in my contacts list to make calls, the calls to cell phones automatically go through FaceTime.

Just to confirm, do you have the phone number listed under the contacts you choose to call when you open the contact name? If you haven't yet, let's try calling a contact that doesn't have an iOS device to see if a regular call will go through. Let us know how it goes.
You can also try disabling FaceTime temporarily by going to Settings > FaceTime. Once you disabled it, try calling your contacts again and let us know what happens next.
