What kind of computer?

On a Mac, open the FaceTime app. click here ➜ Use FaceTime on Mac - Apple Support

If you are trying to do this on a Windows computer, then you need a link to access the FaceTime call through a web browser on the FaceTime website as explained in the support document you posted from.
