What version of watchOS are you using? If you're using watchOS 9 or earlier, swipe up from the bottom of the screen to see the Control Center. Tap on the icon with the two masks. If you're using watchOS 10, tap the side button just under the digital crown to access the Control Center.

Your question is not entirely clear. If you have your watch set to Theatre Mode, the screen will go dark and stay that way unless you tap it. The notifications will be silenced. If that's what you're seeing, it is working as designed. If not, please provide additional details.
That tells me you're pressing on the digital crown. You need to press the button below the digital crown.
Are you saying you can't access the Control Center? Which version of watchOS do you have?
Where is Setting to turn Theater Mode off? I can’t decipher the list.
i.e. is it on iPhone?
Nor can I access controls for Theater Mode for the Watch face.

No, I can’t get to Control Center on Watch - the closest is All Apps.
That worked! Thank you IdrisSeabright for hanging in there for resolution - I’d all but given up on the issue - and was planning my trip to the Genius Bar!
