Group chat - tapback shows text, not emoji, for ONE iPhone user.

I initiated a group chat with a photo (I'm on iPhone), where one person has android, and there are multiple people with iPhones in this group chat. All iPhone users can use tapback to hit the heart emoji on that photo, and it looks fine to everyone - all the iPhone users see the heart. However, there is ONE iPhone user (let's call him userA) that gets the text "Loved an image" when he uses tapback and hits the heart emoji. This user (userA) sees the heart emoji, but EVERYONE else in the group chat (all the other iPhone users and the android user) sees the text: "Loved an image".

Why would only ONE of the iPhone users send the text "Loved an image", when all the other iPhone users send the heart emoji as expected on the photo?

Note: userA is on an iPhone 13 Pro Max, and I (for example) am on an iPhone 13 Pro. We are on the same OS version 16.6.1, and we both are set to use iMessage, and all the other settings in Messages are identical. What could be different on userA's iPhone to be different than all the other iPhones in the group chat?
