I had the same exact problem and just got off the phone with Apple Support. Take a look at settings on your iPhone, click Privacy & Security -> Location Services and look at Apple Watch Workout setting. For some reason my setting got changed by my old brain to Never. Make sure it is set to While Using the App.
I am not positive if this will be a fix, I am playing tomorrow, sure sounds like it might be. Good Luck, happy golfing.

Yes I have the same problem since updating last week. I figure it has to be some bug in the new software update.
I the meantime until gets fixed I use Functional training to get my workout time (of 4hr. & 30 min) and the calories are about half of my rounds of golf prior to this problem (used to get about 1150 calories for a 4.5 hr round). And now I get 8 minutes of activity time (for a 4.5 hour round) and 380 calories.
Yes I just put it on OTHER and that works. Probably won’t be fixed in the near future because Apple Watch is having issues with stolen patents.
11/7/2023, the golf activity app is not working. Time and calories burned is not being added to the rings. I am using Other till Apple figures out the issue. I too am at the latest release levels.
Sunday, I updated my iPhone to iOS 17.1 and my Apple Watch to 10.1. Today I played some holes and I saw that the time and exercise were marked correctly in my phone and in my watch. I think this update correct the issue.

Thanks for clarifying...other than restarting both devices, it might be beneficial for you to refer to Calibrate your Apple Watch for improved Workout and Activity accuracy.
My Apple watch workout setting is already set to While using the app. I am using 'Other' instead of 'Golf' since I've noticed this problem.
If it is not visible when you select the Workout App, scroll to the bottom of the "Workout App" Watch Face, choose "Add Workout" and tap "Golf." Use the Workout app on your Apple Watch explains:

I’ve also noticed the golf app isn’t working properly after the update. I have an Apple Watch SE. updated to 10.1. But in the process of another update. iPhone 13 iOS 17.1. Will update again tonight. Hopefully these 2 updates will fix the issue. Golfing tomorrow.
It’s been happening to me too. I just put on other and it’s basically the same as golf but I like seeing the golf work out tho lol
I’ve starting using the curling app while golfing and will continue until the golf one is fixed. It’s not a bad comparison.
Active calorie count on Apple Watch Golf workout still way off what it used to be - about 1/2 of all previous versions. Playing 18 used to be about 1400 active cals burned...now it's about 650. Updated to latest iOS (17.1) and watchOS (10.1) as well -
Know the algorithms can change but this is quite a big one

@dd2ski2b I just finished to play the 18 holes, and unfortunately the issue is not solved. I played for more that 5 hours and mark only 29 minutes, the active calories is around 600Kcal and for me playing 18 holes used to be more than 1500.
So, the issue is not solved yet!!!!
As of November 5th still having the same issue. I have the latest updates and all settings are correct. Apple needs to correct this obvious bug. My assumption is that few of their programmers play golf. ;-)
I always thought the calories burned were high when I rode a cart, but I reasonable when walk and carry my bag. Now I am getting about the same calories per mile walking as when I walk the dog. I also get almost no exercise minutes. Hope apple sorts this out. I am prettty fit, resting heart around 50, rarely over 70 when I play golf. I suspect Apple only uses heart rate to determine active calories.
