Siri shortcuts not working apple watch series 9

Siri does not recognize shortcuts on Apple Watch series 9 (current version 10.0.1). Shortcuts work when manually pressed on Shortcuts watch app, but do not work when spoken via Siri. Have no issues with same exact shortcut using Siri on iPhone 14 or 15 or Watch series 5. Only Apple Watch series 9 shortcuts are not recognized by Siri. Tried renaming shortcuts, closing/reopening shortcuts app, rebooting watch, re-pairing watch, turning shortcuts on/off on phone. Doesn't work for any shortcut.
