Deleted app

I deleted an app on my phone a few days ago and went back to reinstall it but it says open and not install on the App Store and when I try to click open it doesn’t work. When I reset my phone it shows the app but not with the normal display, but instead a white one with gray lines as if it’s loading. When I click on the app it doesn’t let me in either, I’ve tried everything I’ve reset the phone deleted the app again tried getting to it through settings. I don’t know what else to do.
