My Apple Pay is saying I’m missing billing info and not updating any of my apps
When I go to change it the page closes then comes back up saying the same thing I don’t have a debit or credit card either

Apple Pay uses debit / credit cards in Wallet to pay merchants etc..
Your Apple ID Account is the account for everything Apple, including payments for apps / purchases from Apple:
Eg: If you do not have a credit or debit card you may be able to use an Apple Gift Card:for some purchases
Check the Payment methods Apple can accept in your country or region:

If you can use a Gift Card in your country: Some purchases might still require that you have a credit card on file.
