All my photos/videos/etc are chronologically organized in Photos Folders/Albums. When up loaded to Cloud will they remain organized that way?

I'll answer with a qualified "yes."
If you enable iCloud Photos on one device, the photo library of that device will be synced to the iCloud including the folder/album organization.
If you enable iCloud Photos on multiple devices with the same Apple ID, the photo/video collections and the organizations are merged and made uniform across the devices.
Within an album, the viewing order of items can be different on each device. One could view the album oldest first, one by title, and one newest first (if you had three devices connected to the same cloud library).
