If your Watch is running watchOS 10, it can only be paired with an iPhone running iOS 17. The iPhone 8 is not capable of that.

Is this brand new from Apple? If it has watchOS 10 installed on it, then it requires iOS 17. All I can suggest is that you contact Apple.
That is definitely an annoying mistake on Apple's part. You might want to report it to them.
