1) The SuperDrive will not show up on the desktop until it has a valid disk in it.
2) The Superdrive must be connected directly to the computer, not to a hub or docking station. Se the "fine print" in this support document: How to connect the Apple USB SuperDrive - Apple Support
3) If you need a port adapter for USB-C, many reports here say only the Apple adapters work properly. Those three adapters are listed in the above article.
4) Please excuse me if this question seems too simple, but it addresses the leading cause of SuperDrive problems here. Is the silver side up?

Do you have access to a different Mac for testing the SD?
On the Mini, does the SD show in System Information?
You can access SI from the "overview screen of "About this Mac..." by clicking the "System Report..." button. The SD should show up on the USB section of the left-hand contents pane.
Hi, I should also apologise: In the interim, having looked at the link you sent, the penny finally dropped, I realized I had a keyboard with an eject key, connected it and successfully ejected the DVD, which must have something weird going on, since the computer recognizes other DVDs. This thing had bugged me for over a month but I'd never thought of that as a possibility.

2) Superdrive is jacked directly into mini.
3)See above. I've also tried using a port adapter to no avail.
4) Silver side is up.
