Confirmed that in Sonoma 14.0, the TextEdit cursor color responds to the System Settings : Appearance : Highlight color that is selected, but not the accent color.

I came across this fix a few days ago:
sudo mkdir -p /Library/Preferences/FeatureFlags/Domain
sudo /usr/libexec/PlistBuddy -c "Add 'redesigned_text_cursor:Enabled' bool false" /Library/Preferences/FeatureFlags/Domain/UIKit.plist
You will need to restart after running that in the terminal.
Unfortunately, changing the "Highlight color" in "System Settings->Appearance" was the only thing that worked for me.
I say "Unfortunately", because, although it did change my text cursor color, it also changed my highlighting to the same color.
Not exactly what I want.
I had the same issue. The | cursor would not appear in Notes, Textedit etc.
My screen was set to Dark Mode, and I could not see where the cursor was located in the text on documents, I brought this back as follows:
Apple Logo in Menu Bar > System Settings
Appearance > Highlight Colour > Other
This brings up the Colours Dialogue Box > Slide the Grayscale to the far left

I am seeing yellow, that may be a clue.
Try making changes and compare your results, report back

Here the cursor and highlight color is the set to graphite
They should work independently...
You can try relaunch the Finder on the fly and compare your results...

The 'redesigned_text_cursor:Enabled' flag restored my machine to a thin black cursor (i.e. pre Sonoma) in BBEdit, TextEdit. In Mail.app I have a thin highlight colour cursor in Dark Mode since a black cursor on dark background would be unreadable. This only took effect running command in terminal and then restarting my machines (MBP, Studio, & mini).
You could send Apple feedback about the issue. I wouldn't expect it to change any time soon, if at all.
A word processor like Pages should not distract with a cursor in sweet colors. Hopefully Apple picks up this complaint. The only solution seems to be returning to the previous OS at the moment, or buying a Windows- computer for the serious work.
All that does is gag the blue/white floating shift symbol below the text cursor or the input method (e.g. u.s.) floating below the Terminal cursor. Which is quite useful, but has nothing to do with the subject of this post, cursor color.
Please allow us to have one color for highlighting, and a different color for the blinking text cursor. Pretty obviously the blinking text cursor (which is thin and should be a dark color) will be hard to see if it is the same color as the color used for highlighting (which should be a light color so you can read the text underneath).
Hmmm. My text edit cursor remains black regardless of the Appearance settings. iMac Pro.
Might have something to do with that GPU in your iMac Pro. I am on an M2 Mac mini Pro with 19 GPU cores, all of which it needs to transform that TextEdit cursor to yellow… 😉
