My iCloud activation is locked

My brother give me this xs max and he go Dubai and this device is locked

And he forgot all thing about this phone so how can I unlock help me sir

If your brother is the original owner of this device he can start an Activation Lock support request. at Apple. He will need to provide valid proof of purchase information.
