iPhone 15 Personal HotSpot issues with Microsoft Surface running Windows 11

Microsoft Surface 2in1 running Windows 11 / iPhone 15 ProMax running iOS 16.6.1


When I want to use my iPhone as a personal hotspot for my Microsoft Surface, I have to turn the hotspot feature on and off, as well as turn the surface's wifi on and off, several times before it will show up on the list of available wifi networks. My computer is set to automatically connect, but only does so after several cycles of being turned on/off. Is this a Windows 11 issue or an iPhone/iOS issue? Not sure where to start for tech support, but figured Apple had better support than Microsoft so I'd start here.

How to set up a Personal Hotspot on your iPhone or iPad - Apple Support


Set up Personal Hotspot
1. Go to Settings > Cellular > Personal Hotspot or Settings > Personal Hotspot.
2. Tap the slider next to Allow Others to Join.
If you don't see the option for Personal Hotspot, contact your carrier to make sure that you can use Personal Hotspot with your plan.


If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi + Cellular) - Apple Support


If you can't connect to Personal Hotspot with Wi-Fi
On the device that provides Personal Hotspot, go to Settings > Personal Hotspot, then:
1. Make sure that Allow Others to Join is on. 
2. Remember the device's Wi-Fi network name and password that appear on this screen. If you want to change the Wi-Fi network name, learn how to change your device name.
3. If you're using an iPhone 12 model or later, iPad Pro 11-inch (3rd generation or later), iPad Pro 12.9-inch (5th generation or later), or iPad mini (6th generation), turn on Maximize Compatibility.* Then try connecting your devices again to your Personal Hotspot.
4. Stay on this screen until you connect your other device to the Wi-Fi network. 

On the device that needs to connect to Personal Hotspot:
1. Turn Wi-Fi off and back on.
2. Make sure that you connect to the correct Wi-Fi network. The network name is the same as the iOS device that provides Personal Hotspot and the Personal Hotspot icon  might appear next to it.
3. If you see a password error when you try to join Personal Hotspot, check the Wi-Fi password: On the device that provides Personal Hotspot, go to Settings > Personal Hotspot to see the Wi-Fi password.

I recently upgraded to the iPhone 15 pro, I’ve had it for 2 days and I’ve had the same issue with personal hotspot. It doesn’t connect to the devices I used to use it on my iPhone X with no issues. I’ve always had issues on certain apps being able to purchase things? Is this an issue with the actual phone or settings? I’ve tried everything and having to resort to swapping my contract to a new phone as Vodafone couldn’t see any issues.
