If you are referring to the Silence Unknown Callers feature, that can be disabled under the Settings > Phone menu. This resource has more details on that feature, for reference: Detect and block spam phone calls - Apple Support
If you aren't being notified about incoming calls, that could also be related to an active Focus: Use Focus on your iPhone or iPad - Apple Support
