Hey, have you checked Silence Unknown Callers settings on your iPhone?
I was facing similar issue, but it was resolved after I turned off Silence Unknown Callers. You can also try this and see if the issue is solved or not.
To do so go to : Settings > Phone > Silence Unknown Callers > toggle it off.
