Apple watch fitness tracking

Curious that sometimes when walking/hiking, the watch will ask "looks like you are training - should I start for you?" I was wondering if it only does it for walks, and if so why? I sometimes forget, or start/stop without realizing, my watch for HIIT training. SURELY my heart rate is up enough for the watch to recognize that I am training, shouldn't it start then too?
