How to turn off Accessibility Labels

My father has an issue on his phone, where he somehow managed to turn on this setting that shows odd labels on every button on his screen. Gray boxes with description on what they are pointing at with an arrow.

I scoured through the settings on my phone, but could not reproduce this kind of behaviour.

A lot of googling later, I managed to find some developer documentation for "Accessibility Labels", but no information on how to use them system wide, or how to turn them off.

How to turn this feature off?
