My GarageBand files are deleted from my cloud

Had my beats saved on another iCloud and now they gone

Can I restore music after optimize storage removed it? Long before using Apple Music and spotify, I have synched some music tracks that are not on any store, some of them are personal work, rare recordings, some of them are local music (I am Egyptian and many local songs never been in any store) and many of these tracks I have been syncing since iPod days 20 years ago so I am talking about offline tracks here, if they removed by optimize storage feature, would I have to re-sync them again or I would just redownload them from cloud? AGAIN: these songs doesn’t exist on any store!

Is there a way to retrieve music files that appear as "waiting" in iCloud? I have a group of songs that I are showing as unavailable in my library that I had uploaded to my old computer years ago that has now been wiped. I've been trying to recover the files for quite some time and cannot figure out if there's a solution or not. The songs still show up in my icloud library but appear as unavailable but has the file size, song lenth and all info except the actual file itself says "waiting Am I straight out of luck or is there a shot at recovering these files [Re-Titled by Moderator]
