Trackpad cursor clicks on browser web links without any clicking?

When I'm browsing the web with Safari (or any browser) with my laptop, leaving the cursor, even for a fraction of a second, over a weblink will activate the web-link action, even when I don't click on the trackpad. I don't find any setting for this in System Preferences. Is this is a deliberate feature, or is there something wrong?

BTW, the behavior I've described is not uniform. On some websites, leaving the cursor over a weblink does nothing, but on many websites, the weblink is activated as described.

Hello Arandel,

Based on what you've told us, it sounds like you're trackpad is clicking unexpectedly. There isn't a feature in macOS to automatically open links, hovering shouldn't open a link. We recommend making sure your Mac is up to date. Update macOS on Mac - Apple Support

If the issue continues after an update, test for the issue in safe mode. Start up your Mac in safe mode - Apple Support
