settings for default download photo option

Something changed with icloud drive photo's todays update, so that when I try and download them it defaults to HEIC instead of most compatible (jpg).

While I sometimes download HEIC, most often its jpg and I would rather it be that way by default. I see nothing in settings to set a default for this.

Any suggestions? I have no interesting in clicking three different things every time I want to download an image.
