Need help pairing Apple watch and iPhone that seem to be partially paired already.

My phone and watch were "paired" with some information but not other information. I unpaired them but have not been able to pair them again. Do I have to erase my watch to start over? I have made sure that the watch and phone are up to date with software updates and I have turned them both on and off. When trying to pair them, I have right next to each other. I feel like I have done everything that is suggested at the Apple Support page or the instruction page to fix the issue. One thing that is frustrating is that besides the fact that I can't get the two to pair, when I try, the phone acts like the watch is a brand new watch. It is not and as I mentioned in my too lengthy title, some things show up on both the watch and phone and others do not.
