Sim card changed yesterday on the two I phones 7 Plus but still Location Services OFF

If you need to turn Location Services on for an iPhone, follow the steps in Turn Location Services and GPS on or off on your iPhone, iPad, or iPod touch.
Your SIM card shouldn't impact that functionality or setting. If you are not able to make that change, review your Screen Time restrictions to see if changes to Location Services have been disabled or restricted.
