Locking screen for changes on iphone

When you touch a screen on the iphone the icons shake and a minus sign appear on the top left of the icon so you can move the icons around or delete any app or the icon.

Somes times when you grab your iphone it happens and you then need to press done on the top right.

Annoying! yes it is .

So there is way to lock that function so you have to turn off the lock before you can move an icon delete or remove a app?

I know that you can lock by a single app usage.

Any ideas any one?
