Norton products won't help.

It sounds like he has access to both your passcode and your Apple ID.

I would suggest that you contact Apple Support for advice. See the following: Contact - Official Apple Support


Also see the following, but I still recommend contacting Apple Support: If you think your Apple ID has been compromised - Apple Support
