Clock not keeping time zone
Every time I reset the clock to New York time zone the phone upon restarting reset the clock to Cupertino time. iOS 17

We would ensure you're updated to the latest supported software version: Update your iPhone or iPad
If that didn't solve the issue, we would check if you're using any Screen Time restrictions: Use Screen Time on your iPhone, iPad, or iPod touch
Also, check for any profiles that have been installed: Install or remove configuration profiles on iPhone
If there are no restrictions or profiles and the issue continues, then it may be best to contact Apple Support directly: Get Support
They will need to take it from here.
