PASMO card not loading on Apple wallet

I arrived in Japan today (Sept 30, 2023) and tried to load Yen to the PASMO transit option in my Apple wallet. I continually received "payment not processed". I've set my region to Japan and set my VPN to Japan also. My Apple Pay was working fine when I left Canada. I see some people have had issues with this in the past. I tried the PASMO app, however it is in Japanese and there is no English link. Is anyone having similar issues?
