Apple TV remote stopped controlling volume after reset

I had an issue with my Apple TV HD (A1625 running OS 17) which led me to do a reset through my MacBook. Since then, the Siri Remote (touchpad one) has no longer been able to control the volume of the TV. I have already tried the following, none of which has worked:

rebooting the remote
repairing the remote
rebooting the Apple TV
once again resetting the Apple TV
changing HDMI cables
changing HDMI ports

Does anyone have any other tips?

if it was me then I would turn off hdmi-cec on the tv

turn off the tv by pulling the plug for 30 sec

and then reconnecting it, and then turning on hdmi-cec on the tv once more

Jumping back in to say that I recently also bought an Apple TV 4K (2021), where the problem persists, which makes me think it’s the TV (super generic brand SANG), however I’ve checked all settings and nothing seems to make a difference. I’m getting pretty desperate at this point.
