can anyone help me on how to force restart my iPad 9th gen this may not make any sense but my screen is unresponsive and my home button has been broken but yet I can move around the assistive touch home button on my screen (and yes I’ve tried pressing restart on the assistive touch home button) but then you have to confirm that by pressing restart on the thing that pops up but it won’t let me touch that either

Whilst Accessibility features (such as assistive touch) can be used to augment the User Interface, these features cannot be used as a substitute for physical button sequences that must be used to trigger system recovery actions. Sooner or later, as now, you will encounter a situation from which you may be unable to recover.
Until repaired, you will not be able to force-restart your iPad, or rescue a locked-out (disabled) iPad.
You can arrange repair of your iPad either by (a) visiting the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - or (b) using Apple's mail-in repair service:
