Using time machine, If I delete a file or picture and weeks later discover that was a mistake, can I recover it?

I am using time machine to back up my MacPro for the first time. In next few months, I intend to reorganize files and pictures, including deleting some of them.

Yes. See the following Apple Support article for information on restoring deleted files: Restore items backed up with Time Machine on Mac - Apple Support

Yes, BUT:

Time machine is not an Archive program, and was never intended to provide 100 percent coverage for files that are no longer on your Mac.

If your backup drive becomes so full that oldest backups need to be consolidated to make more room, then: old files no longer on your Mac will not explicitly be saved. So they MIGHT not be available. if your drive is quite large compared to what you are backing up, then finding deleted files still present in older backups is very likely.
