Why my credit card can not to add my payment?

I have enter 2 my credit card. And always failed by apple. Why? And I have no issue with my credit card.

iPhone 13 Pro Max, iOS 16

Note that ApplePay is not available in all regions …

… and that not all banks in supported regions support ApplePay.
