Getting Outlook to Work on an iPhone:
A. Use a New App Password:
I remember chatting with Microsoft not too long ago, and going through this to set up other accounts to be accessed on Mail, Outlook, and on other Apps. When you make a change to a device (i.e. update installation), then you may need to use a new app password for the Mail app. Go here: Manage app passwords for two-step verification - Microsoft Support

Good point. Took it as if the OP is trying to add the outlook.com domain to the Mail app. So, I may have mistaken this.

I think your approach to this by adding his email to the built in email app is a viable solution too.
I took it as he wanted to install Outlook which on that phone won't work.
