when the watch is locked, the date just shows a white line. but when I tap on the watch, the date can be shown. watch has latest OS.

That's an option you can turn off or on. In the Watch app on your phone, go to Display & Brightness>Always On>Wrist Down>Show Complications Data. You can turn it on for everything or just for some things. To get the date to show, it needs to be on for Calendar.

tried restarting both the watch and the phone, issue still persists.
this only happens when the date is positioned in "top middle," in other positions the date can be shown properly.

As the date can be shown, this tells us that it's not an issue with settings or privacy. Both device are fully up to date. You've tried restarting your devices. You've tried toggling the date within the complication. You can try to toggle the complication itself by selecting another watch face and going back to the original one.
If it continues after toggling the watch face, as you've done all the troubleshooting you can on your end, the next step will be to contact Apple Support: Get Support.
