iphone se 2nd generation passcode locked no iCloud account

Bought a refurbished Iphone and tested with USA sim to check if the phone is fully unlocked and shipped to India after resetting the phone to factory reset. Now in India phone started asking the passcode which was never set. As there is no iCloud I am not able to reset the phone.

Did you bother reading the linked article?

What does an iCloud have to do with it? Unless, of course, you didn't fully describe the problem in your original post and the device is activation locked...

If it is activation locked, there is nothing you can do. Activation lock is a theft deterrent system. There is no way to bypass it. Only the owner of the account it is locked to can remove the activation lock.

Sounds like you may have purchased a stolen phone.

Did you purchase the phone from an individual or a store? If from an individual, you've likely been scammed and the phone is likely useless to you. If it's asking for a Passcode, which you didn't set up and after you restored the phone it's asking for a passcode, indicates the phone is likely activation locked. Apple won't help you with that. We can't help you with that. The ONLY person who can, you likely don't know or can reach.

The fact that you needed a SIM and the phone "worked normally" suggests it has not been correctly erased and removed from Activation Lock. What you should have seen is the factory default display "hello" (and equivalent in other languages.

I have a bad feeling this phone is still secured with Activation Lock.

I did 'read your concern with care'. You have not adequately described the problem. Perhaps you should post in your native language if your command of English is insufficient to accurately explain the issue at hand.

It absolutely CAN be a stolen phone. If it was not at the 'hello' screen, and you did not take it through the activation process from there, you did not adequately check the condition of the device.

Yes, I have read the instructions mentioned to reset by connecting to a Mac or Windows laptop Itunes. As the phone is not with me now. I am looking for reset options remotely as my mom does not have technical knowledge to perform the steps using iTunes.

if not iCloud, what else I can provide like IMEI number and purchase details to get the phone reset.

It is not possible to remotely reset the device. Apple can not help you with this.
