Unable to purchase an IPhone AT&T prepaid Account on Apple Pay monthly payments

I have an AT&T prepaid account and wish to purchase an IPhone from the Apple Store online and pay with my Apple Pay/Card account. It is for my wife who is a member of my account and the purchase is rejected because I am informed it is not an appropriate account and I have to purchase the iPhone outright and change our AT&T account ! I am rather displeased as being treated by AT&T and Apple in this manner. I find this process discriminating!

Purchase the iPhone outright, call an Apple Card Specialist at Goldman Sachs and convert the charge to an installment plan. You can try changing over while charge is pending and a specialist will confirm if they have to wait until the charge is no longer pending. The only issue with doing it this way, is the installment plan cannot be paid off early.
