Cannot get past Recovery Assistant. "Agree" button not clickable.

I have forgotten my Mac password. I can log into Recovery Assistant with Apple ID and password, and approve the login on another device, but on the Mac it then brings me a list of Terms and Conditions. The "Agree" button is faded out and cannot be clicked. The Back button can be clicked, but brings me back to the main login page.

iMac 27″, macOS 13.5

If you encrypted your Mac’s boot disk with FileVault 2:


This prevents you from using your Apple ID to reset your password (since the password is used in FileVault’s encryption).
