"Your account cannot be created at this time" on a brand new device.

I purchased an apple TV box for my uncle. He has never had an apple product before, but he wanted a channel they have. When trying to make him an apple id to get that channel, it keeps saying "Your request could not be completed at this time. Your account cannot be created at this time." We waited and tried again. We tried on his smart phone. We tried on my Samsung. We tried on my iPad through safari. Nothing works. Everything is new and never used to create accounts before, none of the other troubleshooting I've read about applies to or works with this situation.

Self-solved:

I had to sign out of my Apple ID on my 2 year old iPad, sign-in/create an Apple ID for my uncle on an OLD device rather than the brand new one he had actually purchased, and from there it was just the mind-numbingly unnecessary use of the two-factor authentication for every. Single. LOGIN. Moral of this story; DON'T BUY APPLE PRODUCTS.

That is a somewhat vague message and it may result from something that won't be resolved until you resolve a particular issue. It sounds like you have already investigated the standard suite of reasons. You may find it easier to troubleshoot directly with Apple. Refer to this document for ways to contact Apple ➞ Choose your country or region - Official Apple Support

Select your country (also look for "other" regions), then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.
