From what you describe it appears that Mac is remotely managed through MDM: Device Enrollment and MDM - Apple Support. Ask the seller to release it from its MDM profile. Until then it cannot be used.

The computer was not correctly prepared for sale. It appears you bought a computer belonging to some company or organization. Return the computer for a refund. It is of no value to you.

Purchasing a Secondhand Device:

Seems you were scammed, though a fill assumption on my part. This is the site the seller should have used, prior to selling it to you: What to do Before you Sell, Give Away, Trade In, or Recycle your Mac - Apple Support. The seller should have known better. If purchased off of a Web site (i.e. eBay or Amazon), then contact the site, seeing if the seller can be held accountable, and if you can get your money back.
