If you Can't Sign Out of iCloud:

A. Try Updating your Mac:

Update your Mac to the latest-compatible macOS version (probable High Sierra). Then, perform this log out once more.

B. Connect Using Ethernet:

Connect you computer to the internet using Ethernet.

C. This may be Locked to a User Account:

Is this a Used Device? If so, the original user would need to enter their information. If you created this with a previous Apple ID, then you'd have to log in with that.
