iCloud sign-in issue on newly purchased MacBook

I purchased a MacBook from someone online, it was erased when I got it ready to sign into my iCloud, when I signed in everything went fine up until the “terms and conditions” in which the “accept” button would not allow me to press it. I THEN went back and pressed the skip for now option in hopes that I could sign in when I got into the computer, BUT when I try to log in it’s saying my password or username is wrong so I changed it and that STILL didn’t fix the issue. I THEN tried to creat a new Apple ID and it says “can’t create account at this time due to server issue” please help.

Hi,

Seems to me the previous owner didn't do following steps.

What to do before you sell, give away, trade in, or recycle your Mac - Apple Support

Try to contact previous owner and ask for activation unlock on your MacBook.
