When using option key to select a photo library to open I am faced with a multitude of libraries some of which are obsolete and I would like to remove. How can I do this

Your Photos Libraries are probably in the Pictures folder. In any case, the dialogue box when you option-click on the Photos icon shows the location of each library you select.
You can open the folder and just drag the old ones to the trash.
Before you empty the trash, though, be sure you've double checked!
