After two days chatting with Apple's support team I stumbled on the problem. The field "Start New Calls From" had become set to my wife's phone number. Neither Apple support nor myself had thought to check this field. Once this field was set to my phone number the problem was solved. This field some how got changed when I upgraded to MacOS Sonoma.

Make sure you meet the requirements and have enabled all the correct settings before trying to allow calls.
Before you begin
On your iPhone and your other devices, do the following (iOS 9, iPadOS 13, OS X 10.10, or later required):
* Set up FaceTime.
* Sign in with the same Apple ID.
