I’ve tried changing my payments options several times. I was apart of a family charging but I am no longer apart of the family sharing anymore. How do I take the card off and change my payment options back to my PayPal?

In order to adjust payment, you'll need to add the new version first with the steps listed at Add a payment method to your Apple ID - Apple Support. After that, you should be able to delete the old payment method on your account. You would not see or be able to access the payment method owned by the prior family sharing organizer.
