The timer should default to whatever you selected last. But, if you want to change it, open the timer, tap on "When Timer Ends" and select the tone you want.
Not trying to change the time, just the sound.
Having same issue with the Radial default. Have you resolved?

Even if you could change this timer setting, it's not recommended. So, let it sit.
I understand that to mean something different.
Example: when playing the game candy crush you can adjust the date ahead to gather move lives. I think this article suggests not messing with the actual time of your clock to help trick the reset timer on your game of choice.
Look at the title of it, it says time, not timer.
I don’t think the intent is to not have you change the default countdown timer sound.

That's been gone for a while. I suspect it got a lot of complaints. You should still be able to use the volume buttons.
It started working for me yesterday: I can set a timer through Siri and it uses the last-used sound rather than reverting to Radial, as it was doing last week.
I did nothing new to fix it. I have no idea why it's suddenly working now ... but am grateful.
Same issue. I’ve changed the Timer sound to radar at least 4 times now and it keeps defaulting to radial.
Siri will only set timers with the radial sound.
this is so insanely annoying and needs to be fixed immediately.
There is a new iOS update to 17.1 though it’s not suggested in your alerts. After I updated my iOS, my timer always ends with my Desperado ringtone. This is true, even if I ask Siri to create a timer, it defaults to Desperado.
Mine defaults to Valley and is very quiet, like some of the others have complained. Wasn’t doing this before I upgraded to 17.1.1. Had held off updating, but finally succumbed. Wish I hadn’t. Has anyone found a solution yet that makes it retain the last used tone?
I always used it to turn off what I was listening to through an in ear headphone as I go to sleep. Now, even if I manually change it to do this, it defaults to radial and wakes us both up instead. This is so frustrating. I am on the most up to date version of iOS. If anyone else discovers a fix, I’d be really grateful if it could be shared.

Go to the original post at the very top of the page. Look for the bell icon beneath it to the left. If it's blue, it means you're subscribed to the thread. Tap on it, and it should turn white, which means you have unsubscribed.
It gets even better: my default for the timer is “stop playing”, as a sleep timer. Instead, it will wake me up with radial, if I forget to double check. Not cool!
it seems that the current system persists until the clock app is closed completely an then restarted. Which makes it even more likely that after a few days sleep timer it suddenly is an alarm clock again!
Apple, please, this is more than just a nuisance. In this way it affects health and wellbeing!
If you change the sound when a timer is running, but paused, I was able to change the default sound, both via manual activation and via Siri. It also works after force shutting and reopening the clock app. iOS 17.3, iPhone 13 mini.
I called Apple support because I had A problem with the volume and the tech set my timer to the radial. I not only hat hate hate it, it’s so low that I can’t hear it if I am in another room. Listen Apple!
