I carry two separate iPhones a 13 pro max and a 14. One is for personal use while the other is business, which is somewhat common. I use the personal phone for playlists, audio books, personal calls etc. I do get more calls on my business phone. Is there any way to be able to have both of them connect for hands free use via my car radio? I receive calls on both as I drive.

No.
Not unless you want to consolidate both wireless plans onto the same iPhone, which has some other obvious trade-offs around separation.
Check the manual in the glovebox of your car. Some systems will allow multiple simultaneous connections.
This is all dependent on your car and its audio system. My current car allows this (as in allows more than one phone to connect to the system and allows calls from both to come through the system).
