I don’t want my kids to be able to exit school time. How can I disable the bypass?

My child can bypass school time to quickly send a text. How do I disable this to where they can only text parents.

Kids bypass parental controls my kids are able to bypass the time restrictions on apps on their iPads and iPhones By sending a request for more time. Going into messages and see the request message loaded at their side. Then going into settings -> messages -> toggle off and on iMessages. then they can go back to messages and can approve all requests for themselves. is this a known issue? How do I restrict my child from changing the time zone on his iPhone? How do I restrict my child from changing the time zone on his phone so that he can get around screen time lockdowns? Nothing I have tried so far works.
