Receiving random apple ID verification code sms but no prompt

I have 2FA enabled. I've been getting text messages showing my Apple ID verification code is something for over 2 years. Changed password and email address completely over 10 times, logged out from all existing devices, removed all devices from my account - this doesn't stop.

However, normally Apple's 2FA shows a prompt on my iPhone with the location of where a new sign in attempt has been made. But for these text messages, I don't get that prompt and directly get text message. I've contacted apple support multiple times and they can't even confirm if those text messages were from Apple.
