Unlock watch not in my possession

I am trying to use iCloud to erase and unlock an Apple Watch I just sold (but not unpaired properly). In Icloud, I have clicked "Erase", then it just stays in a waiting mode, waiting for the new owner to start the watch and connect it to internet. But how should he be able to connect it to internet if its locked? Also, which makes it even more strange; on his Apple Watch app it says "This clock was erased..", even though my iCloud says it was not.

"If you already gave away your Apple Watch, you can erase and turn off Activation Lock from iCloud.com. Here's how:


  1. On a computer, go to Find My iPhone on iCloud.com and sign in with your Apple ID. 
  2. Select All Devices, then click your Apple Watch.
  3. Click Erase Apple Watch. Select Next until the device is erased.
  4. Click the X button  next to your Apple Watch.
