Cannot log in to iCloud on fully updated iPad 2

I have an iPad 2 that is updated to iOS 9.3.5 but I will not let me log in to iCloud.

SOLVED. It was a firewall issue.

Logging in to Icloud with an old Iphone 6 on IOS 12.5.5 So here I am with my DFU reseted Iphone 6 on IOS 12.5.5 and unable to log in to Icloud. It is asking for Software Update although the IOS was updated to the latest and greatest. Is this a bug or a "bug" ? .....
