Hey there LaelBlack,

Are you signed in as the admin for this Mac, or does this happen with other user accounts as well?

Check to see if there is a password required on your Mac to access system-wide settings. You'll find that in:

To change these settings, choose Apple menu  > System settings, click Privacy & Security  in the sidebar, then click Advanced on the right. (You may need to scroll down.)

For additional information: Change Privacy & Security Advanced settings on Mac - Apple Support

If this persists and the settings are correct, try booting in safe mode. Safe mode allows us to determine if the issue is caused by software that loads to your Mac. It also will do a basic check of your start up disk, similar to using First Aid which is found in Disk Utility.

It may take longer to finish the start up, as safe mode does some system checks, and can sometimes resolve issues. You'll also see some differences in the display. This is expected with safe mode, and when you restart normally, they'll be gone.

To place your Mac in safe mode follow these steps: Use safe mode on your Mac - Apple Support

To leave safe mode, restart as normal and test out your Mac to see if the issue persist.

Take care!
